What this variable measures
Whether protocol cash flow is returned to holders through buybacks or burns, and at what rate.
A 10 means a large, mechanical, verifiable share of revenue is used to retire supply. A 1 means none of it is.
Without it, protocol revenue accrues to a treasury rather than to a token holder. It is the mechanism that connects the two.
