How fast new units enter circulation through issuance, emissions or rewards.
A 10 means flat or shrinking supply. A 1 means issuance heavy enough to swamp any demand the protocol generates.
Issuance is a transfer from holders to whoever receives the new units. It sets the return the asset has to clear before a holder is even.
